The invention relates to the technical field of building materials, and discloses a curing agent, a preparation method thereof and application thereof. The curing agent comprises the following components in parts by weight: 20-60 parts of cement, 5-25 parts of fly ash, 5-35 parts of slag, 5-25 parts of lime, 5-25 parts of bentonite and 0.1-5 parts of cellulose ether. In addition, the invention also discloses a weathered argillaceous siltstone improved material and an application of the weathered argillaceous siltstone improved material in a base material of a road and/or a surface material of the road. The weathered argillaceous siltstone improved material comprises the following raw materials: weathered argillaceous siltstone and the curing agent. The curing agent disclosed by the invention can perform in-situ curing on the weathered argillaceous siltstone through physical and chemical reactions, and the water stability, strength and integrity of the weathered argillaceous siltstone are remarkably improved, so that the engineering properties of the weathered argillaceous siltstone are improved, and at least the effects of greatly reducing the road building cost and being beneficial to environmental protection are achieved.
