According to the building block positioning and paying-off device, the four corners of the bottom plate are each provided with one adjusting screw, and the two perpendicular horizontal rulers are arranged on the bottom plate, so that the bottom plate can be leveled accurately, conveniently and rapidly, and the building block positioning and paying-off device can still be used conveniently on the uneven ground.
