The invention provides a reinforced concrete frame beam structure for a composite reinforcement form and a manufacturing method. The reinforced concrete frame beam structure comprises a waving reinforcing steel bar group, a stirrup group and steel strands, and the waving reinforcing steel bar group comprises a plurality of top waving reinforcing steel bars arranged in parallel and a plurality of bottom waving reinforcing steel bars arranged in parallel; each of the top waving reinforcing steel bar and the bottom waving reinforcing steel bar comprises at least one starting section; an isolation sleeve is sleeved on the starting section; the stirrup group comprises a plurality of stirrups, and each stirrup is wound on the outer walls of all the waving reinforcing steel bars and the bottom waving reinforcing steel bar; a closed space is defined by the stirrups; a steel strand is arranged between the top waving reinforcing steel bar and the bottom waving reinforcing steel bar; the steel strand penetrates through the closed space defined by all the stirrups. The isolation sleeve is sleeved outside the steel strand. According to the reinforced concrete frame beam structure for the composite reinforcement form and the manufacturing method, the deformability of the frame structure is improved by arranging the waving reinforcing steel bars and isolation sleeves; and the bearing capacity of the frame structure is improved by arranging the steel strands and the isolation sleeves.
