The underground building comprises an outer wall, a top plate, a bottom plate and a construction device, and is composed of end sections located at the two ends and a middle section located in the middle; the construction device comprises an excavating device, a hanging device located at the top of the building, a pouring device and a fabricating device, the excavating device excavates rock soil at the bottom of the bottom plate and comprises a chain cutter and a driving device, and the driving device is installed above the bottom plate; and a longitudinal wall comprises holes which are positioned above the bottom plate and staggered up and down, and the chain cutter envelops the bottom plate through the holes. The building comprises a site construction bottom and a fabricated top, the bottom is subjected to segmented pouring on the ground through the pouring device in the length direction, segmented fabrication of the top in the length direction is completed above the bottom through the fabricating device, the building is in a suspended state through the hanging device, the driving device is started, and the chain cutter at the bottom of the bottom plate excavates rock soil.
