According to the sinking construction device for bottom on-site construction and the upper assembly type underground building, full-length assembly of the upper portion is completed above the bottom through the assembly device, the building is in a suspended state through the hanging device, the driving device is started, the chain cutters at the outer wall and the bottom of the bottom plate excavate rock soil, the excavated rock soil is brought to the upper portion through the chain cutters running from bottom to top, and sinking operation of the building is achieved.
