The invention discloses a reinforcing device and reinforcing method based on multi-layer fiber cloth prestress application. The reinforcing device comprises a tensioning end anchorage device, a fixed end anchorage device, a tensioning screw rod, an anchorage device bracket, a combined pressing strip, a jack, an ejector block and fiber cloth; and the anchorage device bracket and the fixed end anchorage device are connected with a reinforced component through the combined pressing strip, the ejector block, the anchorage device bracket and the tensioning end anchorage device are connected through the tensioning screw rod, and the tensioning end anchorage device moves on the anchorage device bracket in the horizontal direction under the action of the jack. When the reinforced component is reinforced, the fiber cloth is bent oppositely and then wound between an anchor shaft of the tensioning end anchorage device and an anchor shaft of the fixed end anchorage device to form multi-layer fiber cloth, and prestress is applied to the multi-layer fiber cloth at the same time, so that the reinforced component is reinforced. According to the combined pressing strip, the distance between the multi-layer fiber cloth and the surface of the reinforced component is shortened, the reinforcing effect is enhanced, and the reinforcing efficiency is improved.
