The invention belongs to the technical field of cement, and particularly relates to high-content inferior waste residue masonry cement, which is prepared from the following raw materials in percentage by weight: 47 to 53 percent of cement clinker, 3 to 6 percent of phosphogypsum, 30.9 to 37.47 percent of inferior waste residue, 4 to 12 percent of limestone and 0.02 to 0.05 percent of activating agent, the sum of the weight percentages of the components being 100 percent. The invention also provides a production method of the masonry cement. By adopting the technical scheme, the use performance of the masonry cement can be improved while the mixing amount of the inferior waste residues is increased, and the requirements of recycling the waste residues, saving energy, protecting the environment and reducing the cost are met.
