The invention discloses desulfurization gypsum upgrading equipment and upgrading process for thermal power plants. The desulfurization gypsum upgrading equipment for thermal power plants according to the embodiment of the invention comprises a thermal power generating unit, a flue gas treatment device, a filtration and dehydration device and a heat treatment device which are communicated in sequence. The flue gas treatment device is used for treating flue gas generated by the thermal power generating unit and generating desulfurization slurry. The heat treatment device comprises a first heating chamber which is communicated with a flue gas outlet of a boiler of the thermal power generating unit; and/or the heat treatment device comprises a second heating chamber which is communicated with a steam outlet of a steam turbine of the thermal power generating unit; and/or an electric heating element is arranged on the first heating chamber, and a power grid of the thermal power generating unit is electrically connected with the electric heating element. The flue gas desulfurization gypsum upgrading equipment for thermal power plants has the advantages of being capable of upgrading flue gas desulfurization gypsum, low in cost and low in energy consumption.
