The invention discloses a powder admixture and concrete containing the powder admixture, wherein the powder admixture comprises the following components in parts by weight: 3.5-95 parts of incineration slag and 5-96.5 parts of an auxiliary material; the auxiliary material comprises the following components in parts by weight: 0-9.5 parts of aluminum oxide, 0-22 parts of silicon dioxide, 0-12 parts of ferric oxide, 0-35 parts of calcium oxide, 0-8 parts of carbon, 3-5 parts of a set retarder and 2-5 parts of an adhesive. According to the invention, the incineration slag and the auxiliary material are mixed to prepare the powder admixture to replace traditional mineral powder, so that the resource utilization of the incineration slag is enhanced, the production cost of the concrete is reduced, and the concrete prepared from the powder admixture has performance equivalent to that of concrete prepared from mineral powder.
