The invention discloses a construction device and method for replacing a masonry wall with a cast-in-place concrete sandwich wall. The cast-in-place concrete sandwich wall is used and comprises a heat preservation layer, an inserting wire penetrating through the heat preservation layer, inner side steel wire meshes arranged on the two side walls of the heat preservation layer, and outer side steel wire meshes arranged on one sides of the inner side steel wire meshes.
