A telegraph pole is clamped through the fixing device, a winch is started, the telegraph pole is driven to move upwards along the sliding groove, when the telegraph pole rotates to the top end of the vertical rod, the fixing device is controlled to rotate, so that the telegraph pole is in a vertical state, and then the telegraph pole is downwards inserted into a foundation pit; and meanwhile, the fixing disc drives the vibration generating disc to rotate, the fixing device vibrates up and down, and therefore, when the foundation pit is slightly small, the telegraph pole can be conveniently inserted into the foundation pit through the up-down movement of the telegraph pole.
