The integrated device integrating photovoltaic power generation and water saving is arranged on the water surface, with the water depth smaller than 3 meters, of a plain reservoir or lake, the structure is reasonable, solar power generation can be obtained, evaporation can be prevented, water can be saved, powerful clean energy and considerable water saving amount can be obtained, increase of the mineralization degree of water can be restrained, and lake shrinkage can be relieved.
