The invention provides an energy dissipation device and an energy dissipation method for a siphon pressure flow rainwater drainage pipeline outlet. The energy dissipation device comprises an upstream rainwater pipeline, a downstream rainwater pipeline and an anti-scouring cushion layer, wherein the upstream rainwater pipeline is arranged on the upstream side of the energy dissipation device and is arranged to receive transmitted roof rainwater; the downstream rainwater pipeline is arranged on the downstream side of the energy dissipation device and is arranged to discharge rainwater in the energy dissipation device; the anti-scouring cushion layer is arranged at the bottom of the energy dissipation device and is used for buffering impact of the roof rainwater entering the energy dissipation device through the upstream rainwater pipeline. The energy dissipation device and the energy dissipation method have the beneficial effects that energy carried by water flow at the siphon pressure flow rainwater drainage pipeline outlet is safely dissipated in a relatively small space and a relatively short distance, so that upstream and downstream water flow is properly joined, and overflow is avoided; meanwhile, destructive effects such as cavitation erosion, pulsation, vibration, abrasion and scouring caused by the water flow are weakened, and safe and stable work of a drainage inspection well and a drainage pipeline is guaranteed.
