The device comprises a steel casing alignment line, a computer terminal, a steel casing, a steel pulley, a hydraulic jack, a reaction frame and a laser level meter, the laser level meter emits a vertical laser line, the steel casing alignment line is arranged on the peripheral side surface of the steel casing, the two steel casing alignment lines are arranged in the axial direction of the steel casing and are perpendicular to each other; four counter-force frames are fixed to four diagonal points of the steel casing respectively, scales are arranged on a piston rod of the hydraulic jack, the piston is arranged in the radial direction of the steel casing and installed on the counter-force frames, and the rigid pulley is installed at the tail end of the piston and abuts against the periphery of the steel casing; the steel casing alignment line, the center of the steel pulley and a plumb bob laser line of the laser level meter are positioned on the same vertical plane; when the steel casing alignment line deviates, a distance is formed between the plumb bob laser line of the laser level meter and the steel casing alignment line, and the computer terminal controls the four jacks to perform telescopic displacement so as to adjust the perpendicularity of the steel casing.
