The invention belongs to the technical field of waste resource utilization, and particularly relates to an in-situ resource utilization method of waste incineration ash and fly ash. The method is characterized in that waste ash, fly ash, tuff and ash lava are used as main raw materials, thermal activation is performed on the gelling characteristics of the tuff and the ash lava by virtue of a waste incinerator, a small amount of quick lime, sodium hydroxide and/or water glass and desulfurized gypsum are supplemented, and a cheap hydraulic novel environment-friendly cementing material is formed through reasonable proportioning, replaces the curing effect of cement in the building material industry and is used for producing building blocks for building materials. The volcano tuff and the coagulated lava which are widely distributed in China and are low in price are used as admixtures of household garbage to be incinerated together to generate powder with high-strength gelling activity, the powder is mixed with other powder to form a set of complete technical system integrating configuration and workpiece manufacturing, and the produced building block has low cost, low carbon emission, and good physical properties, and meets the requirements of energy conservation, emission reduction and green sustainable development.
