The invention discloses an annular outer cantilever diagrid structure system and a building. The system comprises cantilever floor beams, auxiliary floor beams, connecting components, first peripheral columns and second peripheral columns, and further comprises first annular components, second annular components, third annular components and fourth annular components which are connected to the first peripheral columns, the second peripheral columns, the cantilever floor beams and the auxiliary floor beams respectively; the first peripheral columns and the second peripheral columns are arranged in rows along concentric circles; the cantilever floor beams are connected to the first peripheral columns and the second peripheral columns and extend outwards in the radial direction of the circles; and the auxiliary floor beams are adjacently arranged below the cantilever floor beams and connected to the first peripheral columns and the second peripheral columns; fifth annular components are arranged on the outer sides of the third annular components and the outer sides of the fourth annular components in the radial direction; and the annular components, the cantilever floor beams, the auxiliary floor beams, the first peripheral columns and the second peripheral columns are connected to one another through connecting components. According to the system, the overall rigidity, stability and safety are improved.
