The invention relates to an underwater foundation bed tamping construction method which is characterized in that the bottom of a tamping machine slides on a track of a tamping work ship, and a suspension arm of the tamping machine is a variable-amplitude suspension arm; the tamping work ship serves as the center, regional framing is conducted on the foundation bed according to the length of a rail and the amplitude stroke of a suspension arm, and after the position of the tamping work ship is determined, the center of a rammer is aligned with a framing region angular point to serve as a tamping starting point; starting the tamping machine, lifting the hammers to tamp the first hammer, tamping the second hammer after the tamping machine slides to the radius stroke of the tamping hammer, and the like, tamping while walking, tamping to the tail end of the array hammer by hammer, and then stopping walking and tamping; then a rammer is placed on the foundation bed, after the suspension arm is free of the rammer load, the amplitude of the suspension arm is changed to the next level, and ramming is conducted on the next array till the array reaches the other end; and in the same way, after all the suspension arms are subjected to graded variable-amplitude tamping, one-time adjacent joint pressure semi-tamping primary tamping of the positioning coverage area of the working ship is completed, then secondary tamping is conducted, the tamping times determined by the test are achieved, and the tamping efficiency and quality are improved.
