The anti-seismic foundation comprises a bearing platform for supporting a pier, rock drilling anchor cables and shear-resistant piles, wherein the rock drilling anchor cables are anchored in the bearing platform, lower ends of the rock drilling anchor cables are anchored to a rock stratum, the shear-resistant piles are further arranged near the center of the bottom of the bearing platform, and lower ends of the shear-resistant piles are fixed in a rock stratum; the construction method comprises the following steps of foundation pit excavation, shear pile construction, anchor cable hole channel positioning and drilling, rock drilling anchor cable installation, cushion layer and three-dimensional steel reinforcement framework construction, steel sleeve steel bar connecting piece welding, anchor head positioning, concrete pouring and foundation pit backfilling. The method is advantaged in that the vertical component force of the rock drilling anchor cable can be used for counteracting the bending moment of the base, the horizontal component force can be used for counteracting part of horizontal thrust, the other horizontal thrust is borne by the shear-resistant pile, the horizontal shear-resistant bearing capacity and anti-overturning stability of the foundation can be greatly improved, the foundation pit excavation and concrete masonry amount can be reduced, and the pile foundation is prevented from being pulled.
