The device comprise a set of elastic body, a corresponding connecting cavity, a set of anti-drawing mechanisms, a self-insulation prestress rubber ring and a vertical damping system, the elastic body is in a circular ring shape and arranged on the connecting cavity, each anti-drawing mechanism comprises a connecting cover, a pressing plate and a plurality of limiting bolts, the connecting cover is installed on the elastic body, the limiting bolt is annularly installed on the pressing plate, the pressing plate is fixedly connected with the connecting cavity, the self-insulation prestress rubber ring is arranged between the connecting cavity and the connecting cover to form a closed space, and the vertical damping system comprises a damping cylinder and damping liquid; the device has the advantages of being good in vibration isolation and vibration energy absorption effect, reducing secondary noise of a building, providing enough vertical supporting rigidity and having the anti-drawing function.
