When the highway construction surveying and pay-off device is used, a cable can pass through the cleaning and take-up assembly to complete pay-off work by releasing the winding assembly, and during take-up, the cleaning and take-up assembly is started, and meanwhile, the winding assembly is reversely operated so that the winding assembly performs intermittent winding operation on the cable; and the driving assembly drives the cleaning assembly to operate by swinging the reciprocating assembly so that the cleaning assembly gradually cleans the upper surface and the lower surface of the cable.
