The construction method comprises the steps that a drill hole is formed in a side slope of the side edge of a surface layer drainage ditch, a water filtering outer pipe is arranged in the drill hole, a drainage inner pipe is arranged in the water filtering outer pipe, the outer side of the water filtering outer pipe is wrapped with a geotechnical water filtering material, a transition pipe is arranged at the outer end of the drainage inner pipe, anchoring ends are connected to the two sides of the outer end of the transition pipe, the anchoring ends are installed on a side slope, and a plurality of anchoring ribs corresponding to the anchoring ends in position and connected with the anchoring ends are arranged on the side slope; compared with the prior art, the cleanable double-pipe inclined drainage pipe structure has the following advantages that a double-pipe system is adopted, collected water is discharged in time through the movable drainage inner pipe, meanwhile, the drainage inner pipe can be regularly pulled out to be cleaned and maintained, the hidden danger of blockage in the pipe is fundamentally eliminated, and the working reliability of the inclined drainage pipe is improved.
