The invention discloses a smart city system applying a cloud platform and a use method thereof, and the system comprises a drainage information obtaining module which is used for obtaining the rainfall information in a region and the drainage information of each drainage port in the region; the drainage time calculation module is used for calculating whether each drainage port can complete drainage within a preset time according to the rainfall information and the drainage information; and the drainage abnormity processing module is used for generating an emergency drainage scheme and sending the emergency drainage scheme to the execution terminal. According to the total rain amount information and the water discharge amount information of the water discharge port of the area, whether the water discharge port of the area can complete water discharge within the preset time or not can be calculated, and if the water discharge port of the area cannot complete water discharge within the preset time, an emergency water discharge scheme is generated based on the situation; therefore, related processing personnel can preprocess the conditions in the area according to the drainage scheme, and unnecessary troubles are reduced.
