The invention provides a semi-hydrated phosphogypsum-based geopolymer cemented phosphate tailing filling material which is prepared by stirring the following components in percentage by weight: 5%-19% of a cementing material, 60%-70% of aggregate, 0.1%-1% of an additive and 20%-30% of water, the mixed filling material with high early strength, good bleeding property, good flowability and good water resistance is prepared by taking the byproduct semi-hydrated phosphogypsum in the phosphorus chemical industry as the main raw material and mixing the main raw material with the auxiliary material as the cementing material and taking the phosphate tailings and the mine waste rock as the aggregate. The semi-hydrated phosphogypsum, the phosphate tailings and the barren rock are all industrial waste residues, the phosphogypsum, the phosphate tailings and the barren rock are turned into wealth, pollution and harm of the phosphogypsum and the phosphate tailings waste residues to the environment are effectively controlled, meanwhile, the cost is low, and compared with similar products in the market, the phosphogypsum and the phosphate tailings have the obvious price advantage and better market prospects.
