The invention discloses a pavement paving and leveling process for road construction. The pavement paving and leveling process is characterized by comprising the following steps: S1, designing a pavement paving and leveling device; s2, during construction, a constructor firstly drives a machine shell of the pavement paving and leveling device to a road to be paved; s3, after concrete filling is completed, a constructor starts a power wheel, and the discharged concrete is matched with the moving machine shell to be evenly paved on the road surface; s4, the concrete paved on the road surface is flattened through a pressing roller, a limiting sleeve is driven to move in a reciprocating mode in the vertical direction along the surface of a limiting rod, and therefore the evenly-paved concrete is tamped and vibrated through rapid downward movement of a jolt-press plate; s5, the step S4 is repeated, the jolt-press plate moves downwards repeatedly for shock, and the quality of concrete paving is greatly improved in cooperation with follow-up pressing roller leveling; and S6, in the vertical moving process of the moving rod, under transmission of a bearing plate and a limiting block, a scraping plate moves along the surface of the pressing roller, potholes in the surface are filled up, and the smoothness of the road surface is guaranteed.
