Air enters the lower portion of the supporting plate through the space between the two sets of fixing blocks, negative pressure is formed, the descending speed of the supporting plate is reduced, before the pipe piles are settled and poured at the same time, the fixing sleeve is arranged in a foundation in advance, during pouring, the first pipe pile is put down through the fixing sleeve, and pouring is conducted in the first pipe pile in the descending process of the first pipe pile; when the outer wall of the corrugated connecting sleeve moves to the position of the fixing sleeve, the inner wall of the fixing sleeve enables the corrugated connecting sleeve to be continuously and slightly deformed and reset, meanwhile, vibration of the whole corrugated connecting sleeve can be improved, the supporting plate and concrete on the supporting plate are in a wriggle-like state, bubbles in the concrete are reduced in the vibration process, and the concrete is evenly distributed.
