The invention relates to a limiter and a vehicle. The limiting stopper comprises a main arm connecting rod, a side wall connecting clamping base connected with the main arm connecting rod and a limiting box arranged on the main arm connecting rod in a penetrating mode, the limiting box is used for being connected with a vehicle door inner plate, the portions, located on the two sides of the limiting box, of the main arm connecting rod are wrapped with telescopic dust covers, the dust covers are connected with the limiting box, and when the limiting box moves, the dust covers are connected with the limiting box. The dustproof cover stretches and retracts along with the limiting box so as to prevent dust from being attached to the main arm connecting rod and entering the limiting box. The invention further provides a vehicle which comprises the limiting stopper. The limiting device solves the problem that the rubber sliding blocks on the main arm connecting rod and in the limiting box of an existing limiting device are prone to being attached with dust, so that the rubber sliding blocks can generate friction abnormal sound in the moving process.
