The invention provides a garbage cleaning or material collecting device which comprises a collecting shovel, a movable link, a hanging lug, a circulating chain and a circulating track, the collecting shovel is connected with the movable link, the movable link is connected with the hanging lug, the hanging lug is connected with the circulating chain, and the circulating chain circularly moves along the circulating track to drive the collecting shovel to circularly move up and down and back and forth along the circulating track. The collecting shovel moves backwards in the direction opposite to the running direction of the vehicle body along the circulating track when located at the bottom, and the speed is equal to the forward moving speed of the vehicle body. The collecting shovel is still on the ground at the bottom to improve the cleaning efficiency; the invention provides a garbage sweeping mode which does not need a high-energy-consumption and high-self-weight fan and fan power, the overall equipment mass is reduced, the energy consumption is reduced, and a scheme is provided for a green and energy-saving road sweeper or a material collecting vehicle.
