The invention discloses a river bank protection precast block supplementary throwing device and method. According to an existing supplementary throwing mode, a crane and a lifting appliance are used for supplementary throwing, supplementary throwing time is long, efficiency is low, danger is caused, crane equipment cost is high, and time cost is very high. The device comprises a barge (7), a butt strap (4) is placed on the side, away from a working room (12), of the barge in the length direction, and a stabilizing structure is fixed to the butt strap and used for stabilizing the butt strap; two supplementary throwing winches (10) are placed on one side of a work room of the barge, and pulling block steel wire ropes (8) of the two supplementary throwing winches return to the supplementary throwing winches through guide pulleys (1) at the ends of the outer sides of the butt straps and are connected into a whole. The method is used for supplementing and throwing the river bank protection precast blocks.
