The invention discloses a construction method for cover-excavation top-down construction of an underground structure. The construction method comprises the steps that an enclosure wall is constructed; upper-layer steel bars are constructed and poured to form an upper-layer plate, and the upper-layer plate is erected on the enclosure walls on the two sides; excavating to the elevation of a lower-layer plate, and constructing side wall steel bars and connecting the side wall steel bars with upper-layer steel bars; lower-layer steel bars are constructed and connected with the side wall steel bars, and a lower-layer plate is formed through pouring; and pouring side wall steel bars to form the side wall. As the lower-layer steel bars are connected with the side wall steel bars, before the lower-layer plate is formed through pouring, the side wall steel bars are firstly constructed and connected with the upper-layer steel bars, and then the side wall steel bars are poured to form the side wall, the situation that upper and lower joints of the side wall steel bars cannot be aligned due to traditional cover-excavation top-down construction is avoided, and the supporting effect of the side wall steel bars is improved; reliability of side wall steel bar connection is improved, and then structural engineering quality is improved.
