The invention discloses a sound-absorbing and sound-insulating coating and a preparation method and application thereof.The sound-absorbing and sound-insulating coating comprises a substrate layer, a surface layer and a filling layer, the substrate layer comprises, by weight, 10-20 parts of acrylic emulsion, 1-5 parts of tetraethoxysilane, 3-5 parts of tin chloride dehydrate and 0.1-0.5 part of methyl methacrylate; the surface layer comprises the following components in parts by weight: 16-20 parts of rubber powder, 6-10 parts of polystyrene particles, 3-7 parts of butyl acrylate and 1-3 parts of polymethyl silicone resin, and the filling layer comprises the following components in parts by weight: 5-12 parts of nano calcium carbonate, 5-10 parts of methyl cellulose, 3-6 parts of fluororesin and 5-10 parts of emulsified asphalt. The sound-absorbing and sound-insulating coating can have sound-absorbing and sound-insulating functions at the same time.
