The spraying module comprises a rotating spray head, the control module comprises a controller, a temperature sensor and a temperature and humidity sensor, the rotating spray head is connected with the water storage tank, the water storage tank is connected with the solar heat collector and the water purification tank, the water purification tank is connected with the drainage ditch, and the electrical storage device is connected with the controller. The controller is connected with the temperature sensor, the temperature and humidity sensor and the water pump; according to the highway pavement cooling and deicing system, the temperature and humidity conditions of the pavement can be detected, and when the temperature and humidity conditions exceed the set value, water can be sprayed to the pavement through the rotary spray head, so that the pavement cooling or deicing effect is achieved.
