By arranging the floating body, on one hand, the floating body and the part above the floating body can be maintained on the sea surface, and on the other hand, the floating body is of a hollow structure and can serve as a space for storing marine litter, and the workload of real-time litter cleaning during manual cleaning is reduced; by arranging the image recognition device, marine litter in an offshore area can be scanned and recognized; by arranging the solar device, solar energy can be absorbed and collected and converted into electric energy, and energy is provided for the whole garbage cleaning system; the vortex type garbage collecting device is arranged, the driving motor drives the multiple vortex fans to rotate, after vortexes are formed, nearby marine garbage is adsorbed to the center of the vortexes, then the marine garbage enters the floating body through the rotating collecting rod to be stored, and automatic and uninterrupted marine garbage collecting work is achieved.
