The water conservancy and hydropower engineering system comprises a support, two bases are arranged at the lower end of the support in a bilateral symmetry mode, a lifting cavity with the front end and the rear end open is formed in the support, the lower end of the lifting cavity is open, a lifting block is slidably connected into the lifting cavity, a lifting mechanism, a collecting mechanism and a discharging mechanism are arranged in the support, and the lifting mechanism can make the lifting block move up and down; the collecting mechanism can collect garbage floating on a river, the discharging mechanism can transport the collected garbage to garbage collecting positions on the two banks of the river, and lifting of a lifting block is achieved through a rotatable threaded shaft sleeve arranged on the lifting mechanism and a threaded shaft capable of being in threaded connection with the threaded shaft sleeve; the collecting plate capable of collecting the garbage into the collecting cavity is arranged in the collecting mechanism, so that the garbage floating in the river is collected, and the conveying belt capable of conveying the garbage is arranged in the discharging mechanism, so that garbage transportation is achieved.
