The invention discloses a semi-fixed type floating breakwater with a multilayer floating pipe structure, which comprises a main body structure, an inhaul cable and an anchorage structure, the main body structure comprises a plurality of layers of breakwater unit rows, and the breakwater unit rows are connected in series with a plurality of floating pipe units through connecting steel pipes and vertically suspend in a water body to form a floating body; gaps are formed among the floating pipe units at intervals; the two sides and the bottom of the floating pipe unit are connected with inhaul cables respectively, and the inhaul cables are fixed to an anchorage structure of the seabed.
