Provided is a glass plate with a low-emissivity laminated film, which has improved characteristics required for a glass product. This glass plate (10) with a low-emissivity laminated film is provided with a glass plate (1) and a low-emissivity laminated film (2) supported by the glass plate (1). The low-emissivity laminated film (2) has a ZrO2-containing layer (3) disposed on the outermost side of the low-emissivity laminated film (2), and a transparent conductive layer (4) disposed between the glass plate (1) and the ZrO2-containing layer (3). The content of ZrO2 in the ZrO2-containing layer (3) is from 8 mol% to 100 mol% (inclusive). The content of SiO2 in the ZrO2-containing layer (3) is from 0 mol% to 92 mol% (inclusive). The arithmetic average roughness (Ra) of the surface (3a) of the ZrO2-containing layer (3) is 12 nm or less and less than the arithmetic average roughness (Ra) of the surface (4a) of the transparent conductive layer (4).
