The invention discloses a composite floor heat-insulating layer structure which comprises a heat-insulating substrate mounted at the bottom of a floor to heat the indoor space, and the heat-insulating substrate comprises a damp-proof layer, a floor heat-insulating layer, a temperature reflecting layer, a warm water pipe mounting layer and a diathermanous layer which are sequentially arranged from bottom to top in a composite mode. The thickness of the floor insulation layer is greater than that of the damp-proof layer and the temperature reflecting layer; a plurality of warm water pipe mounting grooves used for mounting warm water pipelines are formed in the upper surface of the warm water pipe mounting layer in the length direction, and a plurality of supporting pieces are evenly arranged between every two adjacent warm water pipe mounting grooves in the length direction; the upper end face and the lower end face of the supporting piece are flush with the upper end face and the lower end face of the warm water pipe mounting layer respectively; trapezoidal clamping grooves extending outwards are symmetrically formed in the left side and the right side of the middle of the warm water pipe mounting groove, and a warm water pipeline is embedded in the warm water pipe mounting groove and fixed through clamping pieces clamped in the trapezoidal clamping grooves.
