The invention discloses a highway emergency continuous prompt complete device and a prompt method. The complete prompting device comprises a plurality of continuously arranged prompting assemblies. Each prompting assembly comprises a seat body, a rotating body and an outward extending body; the rotating body can rotate relative to the seat body, and the rotating range is between the tangent line and the normal line of the expressway; the overhanging body can stretch out and draw back relative to the rotating body, and a notice board facing traffic flow is arranged at the end of the overhanging body. The prompting method of the device comprises the steps that all the prompting assemblies are adjusted backwards along an emergency site, so that the extending lengths and the extending angles of the notice boards of the prompting assemblies are sequentially reduced; therefore, a rear vehicle can easily notice the notice board at the continuous change position, and the guide curve formed according to the change rule of the notice board carries out targeted avoidance in advance, so that subsequent accidents are avoided; the method is not limited to expressways in application, can also be used on other highways or roads except the expressways, and is high in generalization performance.
