The invention discloses an ice-breaking and snow-melting pavement seal material which is composed of aggregate, rubber particles, a snow-melting agent and cold-mixed resin. The mass ratio of the aggregate to the rubber particles to the snow-melting agent to the cold-mixed resin is 100: (5-10): (1-3): (15-30). The particle size of the aggregate is 2.36-4.75 mm, the mesh number of the rubber particles is 10-20 meshes, the snow melting agent is one or a combination of more of sodium chloride, calcium chloride, magnesium chloride, potassium chloride, calcium acetate and potassium acetate, and the cold mixing resin is an epoxy resin binding material. The ice-breaking and snow-melting pavement seal material provided by the invention can be used for roads in an operation period, has ice-breaking and snow-melting functions in winter, and is long in service life.
