The invention relates to a controllable strain amplitude energy dissipation steel damper which comprises a first flat plate and a second flat plate which are vertically arranged in parallel, the first flat plate is connected with a main beam, the second flat plate is connected with a pier or a bent cap, and a plastic energy dissipation assembly is arranged between the first flat plate and the second flat plate. The plastic energy dissipation assembly comprises plastic energy dissipation strips alternately wound on the first flat plate and the second flat plate, the two ends of each plastic energy dissipation strip are fixedly connected with the second flat plate, and when an earthquake occurs, the first flat plate and the second flat plate generate relative dislocation; and the plastic energy dissipation strips plastically deform and limit the relative displacement of the first flat plate and the second flat plate. Compared with the prior art, the damper is controllable in strain amplitude, adjustable in maximum stroke, good in fatigue performance, suitable for strong earthquakes, simple in structure, high in economical efficiency and convenient to maintain after earthquakes, only bolts of the first flat plate and the second flat plate need to be screwed off, the plastic energy dissipation strips need to be replaced, and the damper is suitable for application and popularization.
