The invention relates to a cement-based millstone material, an integrated construction method of the cement-based millstone material and concrete and a millstone terrace, the millstone material comprises aggregate, an adhesive material, fibers, a water reducing agent and toner, the aggregate comprises supporting aggregate and decorative aggregate, the supporting aggregate at least comprises one of quartz, crystal and glass, and the decorative aggregate comprises one of quartz, crystal and glass. The decorative aggregate at least comprises one of pebbles, white porcelain and shells, and the cement-based millstone material comprises the following components in percentage by volume: 50%-70% of the supporting aggregate, 0%-20% of the decorative aggregate, 25%-50% of the adhesive material, 2%-3% of the toner and 0.5%-1% of fibers. The volume ratio of the water reducing agent is 0.5%-1%. The terrazzo material can be used for terrazzo floor construction, the problems of hollowing and cracking of a traditional terrazzo floor are better solved, and the bearing performance, the compression resistance and the wear resistance of the terrazzo floor are improved.
