The invention discloses a road base mixture and a low-carbon construction method. The road base mixture comprises gravel aggregate and a pre-excitation composite cementing material, and the pre-excitation composite cementing material comprises a hydraulic cementing material, mineral powder, gypsum powder, fly ash and an exciting agent which are mixed and ground. And one-step full-thickness construction can be realized by using the base mixture. A large amount of superfine slag powder and fly ash are used in the pre-excited composite cementing material to replace cement components in the existing cementing material, so that the highway construction cost and the construction and maintenance cost are greatly reduced, and low-carbon emission and consumption of highway engineering can be realized. And the pre-excited composite cementing material is subjected to secondary activation, so that the activity of the slag can be comprehensively exerted, and the early strength and the base bearing capacity are favorably improved. The surface is covered with an oil permeable layer after paving, maintenance is not needed, the construction period is shortened, and the maintenance cost is reduced. The integrally formed roadbed is high in shear resistance, small in expansibility, compact in structure and free of rotten roots at the bottom.
