The invention provides a preparation method of a glue-reducing concrete water reducing agent and the water reducing agent. The glue-reducing concrete water reducing agent is an effective component capable of saving the use amount of glue materials in concrete production. The method comprises the following steps: adding isopentenol polyoxyethylene ether and water into a reactor, and fully stirring to dissolve the isopentenol polyoxyethylene ether and the water; adding methacrylic acid and 27.5% hydrogen peroxide into the reactor, and fully stirring; a dropwise adding solution A and a dropwise adding solution B are prepared, the dropwise adding solution A comprises methacrylic acid, 2-(allylamino) ethanol and water, and the dropwise adding solution B comprises mercaptoacetic acid, ferrous sulfate and water; simultaneously dropwise adding the dropwise adding solution A and the dropwise adding solution B into the reactor at a constant speed while stirring to obtain a reaction solution; stirring is kept, caustic soda is added into the reactor, ammonium carbonate is added into the reactor when the pH value of the reaction liquid is larger than 4.5, and the ammonium carbonate is fully stirred and dissolved; and adding water into the reactor, uniformly stirring to obtain a mother solution of the glue-reducing concrete water reducing agent, and treating the mother solution to obtain the glue-reducing concrete water reducing agent.
