The invention relates to the technical field of concrete scabbling equipment, and provides an underwater concrete scabbling device and system which are used for scabbling construction of a vertical surface or an inclined surface of underwater concrete, the scabbling device is provided with a movable spraying mechanism comprising a high-pressure spraying assembly and a movable assembly, and the movable assembly drives a spraying part in the high-pressure spraying assembly to move; a high-pressure driving piece in the high-pressure spraying assembly drives a spraying piece to spray high-pressure water flow and act on the concrete surface to be scabbled, so that scabbling of the concrete surface is achieved; a wall attaching mechanism comprising a water spraying driving part and a water spraying part is arranged so that the scabbling device can be attached to the surface of concrete to conduct operation, and the scabbling device is controlled by the underwater control center to conduct construction operation. The underwater concrete scabbling device descends into water through the lifting device, concrete surface scabbling construction which cannot be manually completed in the deepwater environment can be completed, and mechanical operation of concrete surface scabbling construction in the complex deepwater environment is achieved.
