The surface layer joint cutting device for highway construction comprises a frame and a cutting machine, the upper portion of the frame is covered with a lifting panel, counterweight cylinders are fixedly installed at the four corner ends of the upper surface of the lifting panel, a water tank is fixedly installed at one end of the upper surface of the lifting panel, and a dust blowing device is fixedly installed at one end of the bottom of the frame; a linear guiding mechanism is installed on one side of the dust blowing device, an infrared transmitter is fixedly installed at one end of the frame, and height limiting adjusting mechanisms are installed on the two sides of the middle of the upper surface of the lifting panel. The lifting distance of the lifting panel can be changed through the height limiting adjusting mechanism, the cutting depth of the cutting machine can be adjusted, and abrasion of the cutting machine is reduced; in the cutting process, emission of dust can be reduced by spraying water through the spray head; by means of the blowing device, the road surface at the joint cutting position can be blown clean, and cutting work is facilitated; and the frame can move along the linear position through the linear guide mechanism, so that a worker does not need to hold a push handle, and the labor intensity is reduced.
