The upper elastic layer and the lower elastic layer of the under-rail composite damping base plate are made of elastic materials, and the rigidity of the middle supporting layer is larger than that of the upper elastic layer and that of the lower elastic layer. The under-rail composite vibration reduction base plate can have different coping rigidities when encountering different load impacts, a reasonable stress distribution structure is arranged in the under-rail composite vibration reduction base plate, the under-rail composite vibration reduction base plate can keep good vibration reduction performance for a long time, and the service life of the under-rail composite vibration reduction base plate is prolonged.
