The opposite-pulling mechanism comprises an opposite-pulling steel cable, a positioning block, a pushing part and a locking part; the positioning block is arranged on the dredging ship through the propelling part, one end of the opposite-pulling steel cable is connected with the positioning block through the locking part, and the other end of the opposite-pulling steel cable is connected with the impurity removing sieve plate. The desilting and dredging device has the advantages that the phenomena of deviation and receding of the impurity removing sieve plate in river silt are reduced, and the impurity removing efficiency of the desilting and dredging device is guaranteed.
