A base plate is installed in the cylindrical shell through an oil cylinder, an inner sleeve is installed in the center of the base plate, a second annular groove is formed in the front end of the inner sleeve, a second gear ring is installed in the second annular groove, and a second driving motor used for driving the second gear ring is installed on the inner side of the inner sleeve. A plurality of second cutter sets are evenly installed on the second gear ring, a plurality of high-temperature steam injection pipes are installed on the base plate, the inner sleeve is connected with a negative-pressure sewage disposal pipe, and the rotation direction of the first gear ring is opposite to that of the second gear ring. The defects in the prior art can be overcome, and the pipeline dredging efficiency is improved.
