The invention discloses a device and method for rapidly blocking a levee breach, the device comprises at least one row and at least one column of first cement pipes arranged in the levee breach, and when each row of first cement pipes is provided with at least two first cement pipes, all the first cement pipes in the same row abut against one another in sequence; a plugging structure close to one end of the first cement pipe is arranged in a pipe hole of the first cement pipe, and the other end of each first cement pipe faces the water incoming direction; the method comprises the steps that a levee breach is rapidly controlled not to expand outwards; the two ends of the first cement pipe are each connected with two lifting hooks connected with a crane, and the first cement pipe abuts against the inner wall of the levee breach and slowly descends into water. According to the device and method for rapidly blocking the levee breach, the levee breach can be well blocked, and the blocking structure is simple and easy to operate.
