The invention discloses a backfilling structure for pipeline construction and a construction method. In the backfilling structure, a pipeline is laid at the bottom of a foundation pit formed in the surface of a compacted roadbed; the pit bottom of the foundation pit is an arc-shaped surface; and the space between the pipeline and the inner wall of the foundation pit is filled with a flow-state self-compacting rapid-hardening pouring medium After the pipeline is placed in the foundation pit, a flow-state self-compacting rapid-hardening pouring medium is injected into the bottom of the pipeline, and when the gap between the bottom of the pipeline and the bottom of the foundation pit is completely filled with the flow-state self-compacting rapid-hardening pouring medium, first pouring is stopped; and after the medium is solidified, the flow-state self-compacting rapid-hardening pouring medium is poured from the two sides of the pipeline for several times till the outer surface of the pipeline is completely wrapped by the flow-state self-compacting rapid-hardening pouring medium. According to the backfill structure and the construction method, all parts around the pipeline are subjected to dense backfill, and the excellent performance of the pipeline culvert can be fully exerted.
