The invention discloses a liftable top rail upside-down transverse pulling type gate structure. The structure comprises a gate chamber bottom plate, a top rail lifting device and a top rail lifting device, wherein the gate chamber bottom plate is constructed on the bottom face of a river channel and located at the river channel water retaining position; the left gate chamber and the right gate chamber are constructed on the left side bank and the right side bank of the river channel, located on the left side and the right side of the gate chamber bottom plate and used for storing gates; the lifting top rail is arranged above the lock chamber bottom plate and can ascend and descend in the vertical direction; and the gate body is composed of a plurality of gate single bodies. The lifting type top rail is adopted, the engineering difficulty that the clear height of a large-span navigable river channel is not enough can be effectively solved, and practicability is high.
